Tom wants to know whether Claymont's civil rights posters and staff training
are in order before a review. This page is how to read Civil Rights
Compliance, CACFP Training & Staff Management and the Annual
Training Calendar.
All three are read-only. There is no form, no create button and no
editable field on any of them.
All three compute the wrong program year for most of the year
Each page works out its program year as the current calendar year and the
next. A CACFP program year runs 1 October to 30 September, so from January
to September the page asks PTRS for the program year that has not started
yet, and gets nothing back.
Every figure and every list on these three screens is filtered on that
value.
Display Location is always blank. The page reads a figure under a name
that does not match what PTRS actually sends.
The other three columns are correct. Condition shows green for Good
and yellow for everything else, Damaged, Faded, Covered and Missing all
render the same yellow chip.

The other four are correct. Status shows green for Completed and
yellow otherwise; every new record is marked Completed the moment it is
created, so it is green whenever a row exists. Expires is worked out
as twelve months from the training date, a fixed number with no citation
behind it.
These are correct against what PTRS sends. What PTRS sends is the issue.
The Compliance Rate does not measure training
The rate counts role assignments, not training records, in every case it
is worked out. The bottom of the fraction is every staff member with a
current CACFP role assignment for the program year; the top is those whose
assignment is marked Authorized.
No training record is consulted at any point. The table that records
which training each CACFP role requires is read only by its own listing,
which has no screen.
And every new role assignment starts Unauthorized. The only action that
changes it has no screen, and takes the new status exactly as sent rather
than working it out. So in any copy of PTRS whose role assignments were
not entered by hand, the Compliance Rate is 0.0%.
Expiring in 30 / 90 Days count staff training records for the program
year whose expiry falls in that window. The expiry is worked out, not
entered: it is set to 30 September of the program year's end year.
Selecting Dashboard shows nothing. The four tiles above the tabs are
the real dashboard, shown regardless of which tab is picked. The Dashboard
tab's own body only shows a loading message while data is missing, and
shows nothing once it has loaded.
Role, Start Date, Primary, Authorization. All four correct. PTRS defines
seven CACFP programme roles, unrelated to the roles that govern the rest
of PTRS.
Five of the six role actions have no screen, including all four
writes, and none of the four checks what it is sent. A CACFP role cannot
be assigned, ended or authorized from the interface.

The table is correct. A certificate's renewal status is worked out both
on write and on demand: Expired past the expiry date, Expiring Soon within
90 days, Current otherwise. The 90 is a fixed number with no citation. The
fourth status, Pending Renewal, is set only by an action nothing calls,
so that chip never appears.

It reads the same two figures as the previous screen with the same
program year, so the tiles carry the same meaning and the same caution:
they count authorized role assignments, not training.
The table adds one column the other screen does not have: Staff
Member. It shows the staff member's own id, a long code, because PTRS's
answer carries no name for it and the page does not look one up.
There is no calendar on this page, and nothing on it can schedule, plan or
record a training session. It is a second view of the same read-only
list.
The status colours cover a status PTRS cannot send
The four colours cover Completed, Scheduled, Overdue and Pending. A
record's actual status does not include a value spelled Pending, so any
status outside those four shows grey.
