Who can do what in Centers

Priya wants to know why the regional director cannot open a site record, and why a licence cannot be edited. This page lists every action in Centers, who can do it, what PTRS does when they do, and the four actions that are built and reachable from no screen. Field limits are on Site fields and limits.

How permission works here

One rule covers everything in Centers, reading and changing alike. It admits site directors, organisation administrators and super admins, and nobody else. Every action also checks that your account belongs to an organisation, refusing with "Organization context is required." if not, and every lookup is confined to your organisation, so a record in another organisation is reported as not found rather than refused.

The screens are wider than PTRS in two directions

The menu shows Site Directory, Site Map and Site Dashboard to every signed-in account, and none of the four pages checks your role. The Add Site, Edit and Delete Site controls are shown to staff members and regional directors as well, and Add License and Record Inspection are shown to anyone at all. So a staff member or a regional director reaches every screen, sees the buttons, and is refused by PTRS on every request. What each page does with that refusal is on Centers.

Regional directors are the surprising exclusion. They can open all of Staff and all of Compliance, and cannot open a site record.

What each action does

List sites

Twenty at a time in the directory, up to a hundred on the map, by name, filtered by part of the name, address, city or charter number, and by type and status. PTRS remembers each distinct list for a minute. A site marked inactive is still listed; only its status is shown. Each line carries the site's medication policy tier from Health and Safety.

Open a site

The full profile plus the medical support summary. Remembered for a minute.

Show the dashboard

For the whole organisation, remembered for two minutes:

The expiring list has no lower limit, so an already-expired Active licence appears with a negative count, permanently, because nothing can change its status.

Add and edit a site

Adding is described on Add a site, including the three fields it throws away. Editing saves only what you changed, and a blank means "leave as it is", so nothing can be cleared once set. Both write an audit trail entry. After either, a filtered or paged directory can show the old list for up to a minute.

Delete a site

Removes the site permanently, and every licence, inspection and violation for it. Writes an audit trail entry naming the site. There is no way back.

The licence actions

Listing a site's licences gives the full record for each, latest expiry first, remembered for a minute. Listing expiring licences gives a shorter form with the days remaining, remembered for five minutes, and nothing uses it because the dashboard carries the same thing.

The Licensing tab reads the wrong shape

The tab expects each licence to carry a days-until-expiry figure, and the list it receives does not carry one, so the expiry badge is never drawn on that tab for any licence. The dashboard's expiring table uses the right figure and is correct.

Adding a licence refuses a number already used at the same site with a clear message. A number used anywhere else in PTRS is refused with an unexplained error instead, because the rule behind it is wider than the check that explains it. Editing a licence is built and no screen offers it.

The inspection actions

Listing a site's inspections gives a summary of each: type, date, passed, violation count and whether all violations are resolved, remembered for a minute. Opening one gives the full record including its violations, always fresh. Recording one returns it with an empty violations list, always, because violations are added afterwards by an action no screen offers. Adding a violation would set the inspection's violation count to the number of violations on record plus one, overwriting whatever was typed when the inspection was recorded. Editing an inspection is the only way to set its follow-up date or its "all resolved" flag, and no screen offers it.

Built and reachable from no screen

Four of the sixteen actions:

Edit a licence	A licence cannot be renewed, suspended or corrected. Every field is fixed once saved. The workaround, a second licence, is on Record an OCCL licence.
Edit an inspection	The follow-up date and the "all resolved" flag can never be set, so "(all resolved)" never appears on an inspection.
Add a violation	No violation can be recorded, so every inspection reads "No violations recorded for this inspection." With no way to mark one resolved either, the whole violation and corrective action model is unreachable.
List expiring licences	Costs nothing. The dashboard shows the same list.

Two gaps worth knowing. Adding a licence does not refresh the dashboard, so a new licence inside the 90-day window can take up to two minutes to appear in Expiring Licenses. And deleting a site does not forget the site's own profile, so a direct link to a deleted site can still open it for up to a minute.
